POWER SECTOR REFORMS IN ODISHA: FEW KEY POLICY ISSUES

Abstract

Reform in the power sector means establishing an effective and efficient system, with the goal of providing adequate sustainable and reliable electric power to customers. The substantive primary goal is not to restructure an industry, nor to privatize the industry; the goal is to provide essential electric utility service to the public, at least cost to the public. Power sector reform means introducing changes needed to achieve sector goals. In many or most developing countries, significant reform involved dramatic changes to the electric utility, reform of management, reform of organization, reform of operations, as well as dramatic increases in annual resource allocations necessary to fund capital- intensive electricity projects including projects to ensure that a reliable level of the appropriate fuel is available to all generating plants.
