INCREMENTALISM- AN APPROACH TOWARDS ECONOMIC REFORM

BIG BANG reforms expectation after a hype created by election campaigns and overzealous media are not justified for a billion people country that cherish values of consensus, cooperation and conservative. Revolution can lead to big bang reforms in a democratic country or it need to be an externally induced retribution as was done in 1991 new economic policy. Reforming economy through well calibrated small firm steps forward are more rewarding than taking big leap forward and few step back. Japanese strategy of Kaizen based on incremental but continuous improvement was key to its success in 1980’s. The key here is the continuity which eventually results in overall reform structurally, procedurally and behaviourally. An reform will be considered progressive or regressive after a time lag, wherein it requires sustenance which can be achieved through gradualist approach which is based on art of possibility. Big bang reforms as conventionally understood are an unreasonable and infeasible standard for evaluating the government’s reform actions. The mandate received by incumbent government provides a political opportunity but that should not be interpreted to be hasty and non-deliberated reforms. India needs a PERSISTENT, ENCOMPASSING AND CREATIVE INCREMENTALISM.
