Human resource plan is an employment forecast i.e. the complex task of forecasting and planning for the right numbers and the right kinds of people, at the right places, and at the right times, to perform the activities that will benefit both, the libraries and the individual involved. It is the process of developing and determining objectives, policies and programmes that will develop, utilize and distribute manpower so as to achieve economic and others goals. A careful review of the studies in the field of human resource development and work efficiency reveals the most of the studies have been conducted on banks, industrial settings or private sectors organisations. As most of the organisations differ with regard to a number of organisational behaviours. The findings from studies from bank employees, or industrial workers cannot be generalized for these organisations. Libraries have consistently being neglected for this type of researchers. There is a relative paucity of this kind of researches on library. Although the concept Human Resource Development in libraries has been discussed theoretically but with empirical study of human resource development and work efficiency is yet to be explored.
