Abstract

Abstract – Traditionally MGNREGS are considered as an inclusive scheme in India from every aspect-be it economical, social or political .This is the first scheme in India, that is providing space for greater participation of women,SCs and STs in India for the first time.Women are living in India at the mercy of men folk. SCs and STs are living in India under tremendous misery over the years. Under this backdrop this paper tries to find out the effectiveness of state policy like MGNREGS which is gender sensitive(gender parity of wage,one-third compulsory representation of women) in its design ,in the empowerment of women,SCs and STs. It is true that women,SCs and STs are participating in the scheme in good number, despite few shortcomings. By providing an employment opportunity for women,SCs and STs at legally ensured minimum wage in the village, MGNREGS can play an important role in socially and economically empowering them and laying the basis for greater independence and self esteem.
